Best fuse to hijack for a 4 way fag lighter (Hard wire)?

Whilst making my new Gal "Mine", I want to add a 4 way 12v cig lighter socket, hard wired to the fusebox, for moby charger, GPS, USB MP3 player etc etc

I would like to know which would be the best fuse to connect to for the 12v permanent live?

I'm also toying with the idea of possibly making it a switched live on the ignition, so, same question?

Would you say it would be good practice to put a lower rated in-line fuse on the wire, so that if anything plugged in to the 4 way adapter blows, it will take out the in-line fuse, thus not risking any of the car's electrical gadgets loosing their fuse?

Also, for my handsfree Nokia setup, I need a permanent live and a switched live - would they be the same as the above question and if not, which are best?
