Heater control switch

Hi, I have just noticed a heater/cooler control switch on the second row of seats just above the door. Is this completely separate from the main heater on the dash?  When I turn it nothing happens,  am I right in assuming its a completely separate  entity, if so where would the motor for it be located  please ?

The rear heater unit (located in N/S/R wheel arch trim) is a recirculation blower through floor level vents in the arch trim.
The manual control versions have the controls on the N/S roof area, you also have a isolating switch for the rear blower to the left of the radio, this needs to be pressed in for the fan control to operate.
