permanent headlight beam change to european

my galaxy is going to remain in spain. my drivers handbook tells me that the headlight beams can be adjusted on a permanent basis. is this info correct?

Hello and 

You can only alter xenon headlights that way, if you have the normal halogen lights then you need to replace the whole lamp units for left hand drive type.
