key will not program

I have tried to re-program the key on my 53 TDi Galaxy I am aware how to programme it and it did work all the lights on the door etc flashing when they should I must admit I did try a large number of times to re-programme now it does nothing no lights flash.I have been told that only 5 key can be programmed after that it will not let any more be added and needs to go to Fraud sorry Ford main dealer and be re-set at a silly cost any help would be good.
