Fog Light levelling settings

I have just replaced a smashed fog light on a MK2 Galaxy 2005 - (the one that is under the bumper.) The new unit's beam shines higher than the one on the opposite side ( factory set ) even when the adjustment screw is at its limit. The fog lights have never been fantastic, I wonder if the factory set lamp has been set too low. Is there a diagram showing fog lamp settings with dimensions i.e distance from wall and beam height?

Are you sure the bulb is seated correctly as this will through the beam out
