Headlight balancing

My headlights don't seem right. They're very low to the floor and when I move the levelling switch on the dashboard the headlights only move a few cm's.



It's a 2.3 2001 model. Is this an MOT failure? Any idea what it could be?

the headlights are adjustable,would think if it passed its last mot with no problems then perhaps they hadnt set the lights to 0 when checking.
cant remember at what height you can check them?

This has only just happened and MOT in a few months. Can't even manually adjust them?

Check the reflector is still attached to the levelling motor, you will need to remove the lamp to do this.
