High squeal/whine on lift off

I'd be grateful for your advice. 2008 Galaxy 1.8 tdi 125 6 speed 73,000miles. No problems since new, recently started high pitched whine on lift off throttle sometimes, worse when coasting downhill. Never under power or when still 'cold'. Garage say it's the turbo and Ã,£Ã,£Ã,£Ã,£. Another say it's the belt. Neither agree and contradict each other. Your help?

Splits in air charge and vacuum hoses can make some weird noises.
Have a check round all the turbo hoses, engine breather pipes and vacuum hoses.
