Help please with water temp

Hi wonder if you can help I have a 1.8tcdi galaxy on a 07 my senser that show you water temp in the dash was not working so we though is was broken as we replace it . As we took the old one out there was no water that came out of the hole . We did replace and how it is working . Should the have been water come from the hole

Does coolant come out when the filler cap is removed.
