High RPM problem with cold engine

Hello, everytime when i start my car engine the idle RPM stays at 2000, after 10-20 seconds its falling down to 1100-1200 and if i hit the gas for the second its gonna stay 2000 RPM once again, after driving like that for 1 minute it will be okay.
No such problem with warm/hot engine.
Any ideas what the issue could be?

High idle problems can be due to a sticky/ dodgy idle speed control valve, though I would expect the problem to be present not just from cold after startup. Is the throttle cable and butterfly free and returning ok? The revs will always be slightly higher at idle on a cold engine than a warm one, but a 2000rpm idle is excessive!
Always learning..... Often by mistakes!
