Suspected Turbo Oil Seals

Can anyone confirm my suspicions, on looking at how to change the sidelight bulbs I removed the lower front engine cover and found caked oil where a pipe goes into what looks like an oil cooler or possibly the intercooler,
I know the car does blow smoke if i drop down a gear, but its not much,  and does use up about a mm of oil every 2 months.
My question is, could it be the turbo seals and if so how easy are they to fix, and if the oil build up is the intercooler does it all need flushing out?

Modern diesels do push a certain amount of oil past the cylinders which, thanks to the emissions standard, means it has to be put back into the intake. The downside of this is that its normal for some oil to be present in the intake system including intercooler and pipework.

Now, defining what's considered "some" is the difficult bit. 1mm over 2 months? What's your mileage and how many are you covering in those two months?

The oil seems to be coming from a join in the pipework, its not a flood more like a seep and is very thick and congealed.
I do just over 250 miles a week and get about 50-55 mpg.

Sounds about right, well the leak isn't but when turbo seals begin to fail its normally much thinner oil that passes as its direct from the sump effectively. Are there any clips or fastenings on the pipe? It could be they just need a tweak.

None of my previous non Ford cars with the same type of engine used any oil, but if thats normal then im sure i can live with it.
There is a clip on it but didnt mess with it for the mo, just cleaned it up a bit and carried on with the lights before it went dark.
Oh and how crap are the instructions in the manual on how to remove the fog/side light. No mention if the plastic clips at the top.
