Replacing spring that retracts seatbelts?

my seatbelts often don't retract all the way which is a real hassle

i think the spring that rolls them back in / retracts them is worn out

can i easily replace them?

would want to do this on all the seats

You won't be able to replace the springs in seatbelt as they are within the housing,they are sealed to prevent people messing about with a safety system. Even if there was a way to open them I certainly would not advise doing it.
Only way to resolve your issue of Spring is weak is to replace the belt assembly.

You could try unreeling them all and give a wash,leave retracted util dry and spray some silicone spray in to the reel. Could be just sort etc built up on them?

Over time the belt can rewind slightly off centre onto the spool, causing it to rub and slow down.  Pull the belt fully out several times and allow it to run back freely "square" to the aperture.  After several pulls you will get the feel for the retraction route of least resistance.  This should help re-centre the belt on the spool and improve performance.
