should there be a pipe joining these two points?

Hi all

I've been looking for a cruise control pump on ebay, I have found a range rover pump that looks the same ( only thing is the electrical connector is different)
And there was an extra pipe on it, now should there be a pipe between the two points

And yes Mirez its dead, I freed off the motor but in doing that I broke a small thin copper coil
