Replacing Ford S -Max Foglight reflector unit

The fog light lens/ reflector units on my 2006 S-Max have gone black and rusty and need replacing. I was advised by my Ford agent here in Portugal,that the whole front bumper panel unit needs to be removed to replace these,which of course they would be more than happy to carry out. Is it really that involved ?  Thanks, mike

Thanks Greg! Most helpful.. Now Ive had a really,really good look, the interior of the light unit is black on both near and offside and appears in good shape and consistent on both units.ie. its mean't to be like that!
I think I'll leave well alone....the chrome reflectors look a little 'tatty' but they work alright. Thanks again for your prompt and helpful advice. What a great site.
