Title: Pointer indicator cam belt tensioner

Hello all. Hopefully the picture has attached. I have taken cam belt cover off and noticed that the tensioner pointer is not in correct place....is this normal? Thanks

Canââ,¬â,,¢t see where the pointer is in picture is it too slack or too tight? Also is that an old belt?
The pointer will move depending on where the slack is in the belt when engine stops. Plus with an old belt they do stretch over time and lose a bit of tension. The marks for pointer are for a new belt.
