My mate asked if I would sell him my number plate as its got his kids initials. We just checked and it cannot be sold as it was issued by dvla.Its a standard format 08 plate. Any ideas why

I think (but not 100% sure on this) that you could sell him the car, he would then have to retain the plate from the vehicle, theres a load of info on this page > https://www.gov.uk/personalised-vehicle-registration-numbers but its far from clear about selling it.
Most puzzling. I thought transferring a plate was simply a case of calling the D.V.L.A. and giving them some money
Just checked and it says on v5 it states not transferable .
Going to get in touch and find out why.

If its a standard plate, issued with the vehicle when first new (which it sounds like it is) then it won't be transferable, basically anything that is on the car as 'standard' and hasn't been bought as a proper 'cherished' plate.
The loophole above, where you used to be able to retain them and have another allocated I'm farily sure was stopped some time ago.
It sounds like this is a thing do that the D.V.L.A. gets to control the private registration numberplate market? In other words you can't get one unless you or someone else has first paid the D.V.L.A.

Would be interested to know why, only reason I can think of is if it was if it had already been changed from the original registration number - I've got a Land Rover that the previous owner retained the original registration number from (as he wanted the original with MBE on the end of it, something a mate of his said about it was the closest he would get to an MBE), Don't recall that being on the logbook for it, but might have changed in the last couple of years.
As above. This is a reissued number for a vehicle that has been imported or resurrected from an accident damaged one. No change allowed, so that it can be tracked if necessary.
Does this mean that the waze van is having all these problems because it was made from other crashed cars many years ago????? :-( :(

Mine has never been crashed etc but still has non transferable on v5

I've checked both the car I've got that was a Cat C write off which got reissued a log book after a VIC check, and the Land Rover that had the reg transferred off it before I owned it and neither have a note to that effect. So it looks like the only place you can find out is the DVLA and see what they say.
I've worked with the DVLA for many years on issuing or reissuing numbers to vehicles that were missed when the great change of registration occured in the last millenium, those that have had their number sold (when it was possible without owning both vehicles, as now) those whose number (or documentation confirming the number) was simply lost through time and those that have been constructed from parts.
All of the above receive non-transferable numbers. I was told that the same would happen in the two instances I referred above, which makes sense to me.
Voluntarily transferred (i.e. bought/sold via DVLA) number rules changed when DVLA realised it was sitting on a goldmine..... It's quite possible that those numbers changed since then _are_ transferrable, as DVLA profits every time.
