Parchance this is a short circuit. Look eagerly for burnt wires nearest thine turbocharger. Wiggle them wires around and cleanest out thine connectors. Might not come back! Aieeeeeeeeeeee!!!!!
Fairly sure the turbo on 1.8 ford lumps is electronically controlled rather than vacuum from a solenoid valve (n75).
First thing to check is free movement of the vnt vanes as the code you have is basically the ECU is seeing a lower voltage back from position sensor which could mean it is not reaching full travel from sticky vanes. If that is working correctly I would suspect the turbo would need replacement as I donââ,¬â,,¢t think the electronic part is available separately.

Also never buy a reconditioned turbo, Iââ,¬â,,¢ve been told they rarely work and then you get robbed off about why itââ,¬â,,¢s your own fault it didnââ,¬â,,¢t work (for instance t gunned up straight away again because you do lots of short journeys even though this is logically a load of rubbish) and they keep doing that until you just give up by all accounts

I have had numerous recon turbos over the year and never had any issues with them, you will find a lot of the turbos from dealers are recon aswell. I know for a fact they were from Vauxhall when I used to work there as they needed old one back as exchange unit.
