I would say the cig charger is the cause,I had one previously that emmmitted a strange noise that also interfered with the radio reception due to emf. Is it a cheap Chinese charger as found for a couple of quid in the petrol station?

Never heard noises from anything plugged in cigar lighter sockets but have heard a strange peep peep sound from behind dash when using VCDS.

I suspect that's the sound of a cheap capacitor failing inside that unit. Either that or its overloaded as the Chinese don't worry that much about reliability!

Do you have a compartment covered by carpet under the driver's seat at all? With the comfort pack on some of the Seat Alhambras you have a flat shaped battery under the driver's seat that assists in the running of cigarette lighter sockets, the radio without the engine on & other such electrics including the windows. As this extra battery discharges it gives off a faint beeping to indicate it's discharge & that might be the faint beeping noise you can hear? It happens with mine sometimes & as it's under the driver's seat it sounds as if coming from the dashboard area.

Second battery is for independent heating when factory fitted

Mine has this fitted & is a full comfort pack with independent heating as standard. This battery, I was lead to believe, also assists with other items inside the vehicle as when mine went the cigarette lighter ports would only work with the engine on. New secondary battery fitted, all cigarette lighter ports worked independent of engine being on or not.
