Title: R reg ( 97?) fuse box

Help please. I know where the fuse box is, I can see the fuses but how the hell do you access them? The fuses I need to get to are the first lot that you see when you open up the box cover but they're enclosed in a clear box themselves. How do I get to them to check the fuse I may or may not need? Any help please I'd be most grateful.
