I recently bought a 2005 Galaxy 1.9Tdi 130 manual. First thing was to drive it for a big service.
Fuel filter, oil filter, air filter replaced. Everything Bosch from Carparts4less. Oil from Trade Parts Specialist. Also nearside driveshaft has been replaced as well. So once the service done I was excited to enjoy our new car. So I went for an extended test drive on the dual carriage way and I was SHOCKED by the fuel economy. I couldn`t get it better than 36-39 MPG in the middle of the night at 70mph with cruise control on.
So I went back to the service. Fuel temp sensor fault code has been diagnosed. Running down to TPS, bought Genuine VW, mechanic fitted, little or no improvement. Took it to a VW diagnostic. He diagnosed faulty MAF sensor and thermostat. Back to TPS, mechanic, replaced. Now after hundreds of miles of test drive in the middle of the night on the empty M25 (London) at 70 MPH I still cannot get better than 40-42 MPG. 4 new Premium tyres has been fitted. Tyre pressure checked 3rd row seats has been removed. Can anyone advice please? My mechanic says for the weight of the vehicle this is good but I believe I should get around 50 MPG in this driving conditions. I am about to replace the Air Filter again with a genuine one hoping would help.
It is driving me crazy I am loosing my faith and I am thinking to sell the vehicle.

P.S.: What is the window/flap is for on the front wheel arch housing liner? It is on both side.
never had a 130,but my old 115 mk2 used to do about 50/55 on a long run,i once managed 60 driving it like miss daisy.
used to get high 30s round town.
I am still learning my Sharan 140 Sport
mixed running giving about 42-43 ( book figures)
Town about 34-36
Cruising 65-70/5 mph
Computer shows about 52-56
Throttle is very sensitive
very little movement
can drop it to 20,s
but if I need to pass
It just cruises up to surprising figures
getting about 570-600 a tank
But usually fill up about 500
The old 115 galaxy
gave 45-6 overall
but it seemed to need driven harder.
Maybe carpet slippers might help ;D ;D

Firstly cruise control wont give you the best fuel economy secondly nor will 70MPH
Realistically around about 56 MPH will give you the best results not using cruise.
The flaps in the wheel arch are for accessing the indicator bulbs and if you have small hands the side light bulb.
Only ever had just over 50mpg on my TDI 130 coming back from London in "van mode" after dropping mu son off at his flat for his "Year In Industry". No back seats fitted and roadworks mean't a lot of 50mph "average speed camera" sections and I used cruise control most of the time to set 70mph (GPS not speedo). A warm day so air con was on too. Mostly I'm happy with around 40mpg as I mostly do 20 min to/from work on A/B roads. Particularly as my previous car (2.0 Volvo V40 auto) struggled to do 30!
I have 130ps galaxy for few months and I do get approx. 2-3mpg worse consumption then in the 115ps, but it may be due to different tires. I found the best mpg at motorway when doing around 60mpg (not exceeding 2000rpm), on 30 miles run in moderate traffic I'll get around 45-50mpg (car is fully loaded). Once you push it over 2000rpm it drinks badly. City driving depending on traffic averages from 20(heavy) -35mpg(off-peak). I do use cruise control whenever possible cos I'm lazy to keep foot down.
To be honest I don't think your 36-39mpg at motorway speed is out of the ordinary, the best I've had out of my '54 reg 130ps TDI on a long motorway drive was about 39-40mpg. It does better on open single carriageway 'A' roads were your speed tends to be lower, I've seen average mpg improve to about 42-43 here. Around town (which a lot of my miles are) I probably average 28mpg.
Depending on how coked up your EGR valve and inlet manifold are (which to a point will depend on how many miles your Galaxy has done and in what conditions), you may find cleaning these out properly (i.e, by taking them off and physically cleaning them, not just by spraying some stuff in the inlet tract) may yield improved mpg as it improves airflow and swirl (and will make the turbo's job easier), this is a task I will undertake at some point on my Galaxy to see if it improves mpg- the procedure is outlined here (https://www.fordmpv.com/smf2/reference-library/galaxy-mk2-intake-manifold-cleaning/).
Also, other things such as tyre pressure and condition will have some affect on mpg (though you've already checked this and have new tyres so it's not contributing to increased fuel consumption in your case), as will having roof boxes etc installed, and of course the number of passengers in the vehicle!
First of all thanks for the comments. The explanations are making me sleep better tonight and tomorrow I will find out what my Galaxy does if I keep it under 2000rpm. I will get back to you and I will update you.

I've had inlet manifold and EGR cleaned and did not notice any difference in consumption (there was quite a crud in the manifold also EGR slightly cooked).....
